Summary

The Chief of the Astronaut Office directs the full scope of activities within the Astronaut Office at Johnson Space Center (JSC) and has significant responsibility for the selection, protection, and training of the United States and United States On-orbit Segment (USOS) Astronauts. This critical position has direct interaction with NASA HQ, Program Managers, and heads of Commercial and International Partners required for safe space flight and accomplishment of NASA human spaceflight objectives.

This position reports to the Director of the Flight Operations Directorate . The Chief, Astronaut Office:

  • Develops policies and procedures relating to Astronaut activities and serves as the primary overall point of coordination and control of all activities involving Astronaut Office personnel.
  • Assists in the astronaut selection program establishing requirements for Astronauts to meet programmed flight schedules.
  • Establishes requirements and evaluates the technical competencies of all Astronauts to determine whether they are eligible to be members of a flight crew.
  • Leads the internal Flight Operations Directorate (FOD) Flight Readiness Reviews (FRR) to certify flight readiness for missions, ensure implementation of mission requirements, and evaluate and accept mission risk.
  • Interfaces with HQ Senior leadership, program managers, and decision makers at JSC and other NASA Centers as well as with managers from NASA's International and Commercial Partners on all Astronaut-related issues.
  • Supervises a workforce of civil servants and contractors and manages matrixed teams across all FOD disciplines and NASA partners.
  • Provides engineering input to spacecraft development by assigning crew members to participate in reviews and on panels concerned with design, manufacture, test, and checkout of spacecraft and subsystems and with the integration of the spacecraft with launch vehicles, launch complexes, and other mission modules.
  • Contributes to all aspects of human spaceflight mission planning, analysis, and associated efforts.
  • Provides support of all JSC and NASA Headquarters programs for Astronaut participation in public activities.
  • Selected candidate will not be assigned as a crew member to a space flight mission.

  • The individual selected will be required to file an 'Executive Branch Personnel Financial Disclosure Report' (OGE-278) in accordance with the Ethics in Government Act of 1978.
  • Initial Senior Executive Service (SES) Career appointee is subject to a one-year probationary period.
  • Successful completion of a background investigation commensurate with the risk and sensitivity level of the position.
  • Successful completion of pre-employment and random drug testing may be required.
  • Must meet qualifications requirements by the closing date of this announcement.

Qualifications

You must have the skill and ability to perform the duties described above as demonstrated by progressively responsible supervisory/leadership experience, normally obtained over several years by serving in positions at the GS-15 level or equivalent.

To meet the minimum qualification requirements for this position, you MUST address each Executive Core Qualification (ECQ) and Mandatory Technical Qualification (MTQ) separately. If you fail to do so, your application will be rated ineligible. We recommend you provide two (2) examples of relevant experience for each ECQ. Responses to ALL ECQs must not exceed ten (10) pages; MTQ responses must not exceed one (1) page per MTQ. Please include your full name on all documents submitted.

If you are currently serving under a career SES appointment, are eligible for reinstatement into the SES, or have successfully completed a SES Candidate Development Program and been certified by Office of Personnel Management (OPM) you MUST submit a resume and in a separate document address the MTQs. Any ECQs submitted will not be considered. Your resume must clearly state that you are a current career SES, eligible for reinstatement, or SES CDP certified and year of certification.

MANDATORY TECHNICAL QUALIFICATIONS:

MTQ 1-Demonstrated experience in leading complex multi-discipline spaceflight operations on diverse spaceflight vehicles and resolving real-time flight anomalies to protect the health and safety of crew (e.g. Space Shuttle, International Space Station, Soyuz, Starliner, Dragon).

MTQ 2- Demonstrated experience in the design, development, integration, certification, and operations of complex spacecraft and subsystems, including demonstrated experience developing and maintaining partnerships with national and international, commercial and government organizations to advance human spaceflight objectives.

Desired Qualification: Completion of NASA Astronaut Candidate training as part of the NASA Astronaut Selection process.

Education

This position has a positive education requirement. To be eligible, you must clearly state in your resume the following: degree, major and/or minor, and college/university.

A bachelor's degree from an accredited college or university with major study in engineering, physical science, mathematics, life sciences, computer science, or other field of science.
